  1.          I think I have a solution to the Japanese problem. 
  2.          
  3.          Instead of making America a protectionist state, why not take 
  4.          the opposite approach and make it more competitive?  It 
  5.          involves this strategy:  let everything made in America and 
  6.          sold in Japan be tax free to American corporations.  The plan 
  7.          benefits nearly everyone: 
  8.          
  9.               It benefits the American consumer by allowing the sale 
  10.               of inexpensive Japanese goods to continue in America. 
  11.               
  12.               It benefits American labor by providing jobs. 
  13.               
  14.               It benefits the American economy and government by 
  15.               helping to end the balance of trade deficit and by 
  16.               increased revenues through additional employment. 
  17.               
  18.               It benefits the Japanese consumer through lower cost 
  19.               goods and services. 
  20.               
  21.               It benefits Japanese industry through cheaper raw 
  22.               materials. 
  23.          
  24.               It benefits the Japanese by allowing a steady stream of 
  25.               exports from their country to continue. 
  26.               
  27.          The only sector that might complain is the Japanese 
  28.          government; worried about their world economic share.  They 
  29.          have no reason to complain.  They have been protectionist 
  30.          long enough, but you can claim that the incredibly strong 
  31.          dollar makes taking such action fair and wise. 
  32.          
  33.          American businesses love to take advantage of a tax angle.  I 
  34.          think enactment of this plan will help bring more pressure to 
  35.          bear on Japanese sales than diplomatic efforts.

  37.          You will probably have to stipulate that products, in order 
  38.          to qualify for the tax free status, must be 100% made in 
  39.          America, otherwise a few unscrupulous businessmen will have 
  40.          all their sub-assemblies made abroad but do final assembly 
  41.          here before export.  That would not help as much as a 100% 
  42.          made in America item, and the 100% rule would make you a king 
  43.          with the labor unions without really giving anything to them. 
  44.               
  45.          Please do not listen to the pundits who would have you remove 
  46.          military support from Japan.  Japan is in a key strategic 
  47.          position. 
  48.          
  49.          Also, ignore the reactionaries who would have you return 
  50.          America to isolationism.  That would only invoke a trade war 
  51.          that would help few and hurt many. 
  52.          
  53.          I think you might find bipartisan support for this proposal.  
  54.          I am willing to write a few hundred letters to support it if 
  55.          you are!
